The transportation enterprises of CHINA RAILWAY have closely connected with the market demand, actively promoted and undertaken the transportation of "highway to railway" cargoes, and the railway freight volume has achieved a sustained and substantial growth. Especially in November this year, national railways have set new highs twice in single-day car loading, achieved a single-day car loading of 167,700 cars, an increase of 16,300 cars (10.8%) year-on-year, and completed a freight volume of 306 million tons, an increase of 28.75 million tons (10.4%) year-on-year. For the first time this year, double-digit growth has been realized. On November 16, the single-day car loading on national railways has exceeded 170,000 cars for the first time. Based on the current momentum in railway freight transportation, it is estimated that CHINA RAILWAY will achieve a cumulative freight increase of 500 million tons in 2018 and 2019, 50 million tons ahead of the target progress in the three-year action plan for railway freight increase.
CHINA RAILWAY has worked closely with relevant ministries and commissions of the state, local governments and enterprises, and has taken various measures to vigorously promote the transportation structure adjustment for achieving effective results. It has continued to increase the supply of railway freight capacity, make good use of the freight capacity of heavy haul railways such as Datong-Qinhuangdao Railway, Tangshan-Hohhot Railway, Watang-Rizhao Railway and Haolebaoji-Ji’an Railway, build and improve the coal transportation from the west to the east and from the north to the south, and port collection and distribution system, optimize the transportation organization plan, and promote the "highway to railway" transportation of bulk goods such as coal and ore from the port. Since the beginning of this year, the proportion of ore railway transportation in Beijing-Tianjin-Hebei region has increased by 5.2 percentage points compared with 2017. It has connected the "first and last one kilometer" in railway transportation services and accelerated the construction of railway special lines. Since 2018, 95 key railway special lines have been completed and put into operation, thus unblocking the "micro circulation" of the railway and providing more convenient and fast railway transportation services for enterprise customers. It has reduced the cost for agent operation and agent maintenance of railway special lines and saved nearly 30% of the expenses for related enterprises. In terms of reducing the logistics cost of railway transportation, since 2018, it has lowered the price of railway freight twice, cleared and standardized the related charges of railway freight, and greatly reduced the transportation cost of enterprises. It has accumulatively saved about RMB 32 billion logistics cost for freight owners and enterprises. It has optimized and improved the mechanism for the formation and adjustment of railway freight rates and explored the implementation of flexible price adjustment strategies. In particular, it has tailored the "one-price" transportation plan to meet the demand of "highway to railway" transportation, which is welcomed by enterprises and freight owners.
Railway transportation has obvious advantages of environmental protection, energy saving and high efficiency. The unit energy consumption of railway freight transportation is one seventh of that of road cargo transportation, the pollution emission of diesel locomotive is one thirteenth of that of road cargo transportation, and the electrified railway is almost zero pollution. The implementation of the railway freight increase and the active undertaking of the "highway to railway" freight transportation have effectively reduced the energy consumption and environmental pollution in the transportation links and played a positive role in winning the Blue Sky Protection Campaign and the battle against pollution. Taking eight provinces and municipalities in Beijing, Tianjin and Hebei and the surrounding area as an example, the freight volume of "highway to railway" will reach 300 million tons between 2018 and 2019, equivalent to a reduction of 8 million tons of carbon dioxide emissions.
