To implement the decisions and deployments of the CPC Central Committee and the State Council on strengthening the scientific epidemic prevention and control and promoting the orderly resumption of work and production in enterprises, CHINA RAILWAY has proactively worked with local governments and enterprises to operate the dedicated migrant-worker trains, providing a safe and orderly journey for migrant workers returning to work. Since the operation of the first dedicated migrant-worker train on national railways on February 16, CHINA RAILWAY has operated 29 dedicated migrant-worker trains and 136 dedicated carriages, carrying more than 30,000 migrant workers returning to work. It will operate 73 additional dedicated trains and 155 dedicated carriages for migrant-workers in coming days.
According to Huang Xin, the director general of the Passenger Transport Department of CHINA RAILWAY, said that in order to scientifically and accurately arrange the return-trip transportation for migrant workers, the railway sector has taken the following measures: First is to flexibly arrange the transportation plans. The railway sector has actively communicated with local government’s human resources and social security authorities and enterprises to learn the work and production resumption arrangements and the travel needs of the migrant workers, so as to "operate trains according to the demands". It has prepared the car bodies, personnel and equipment in advance, and allocated epidemic prevention articles on the trains to make them ready-for-use. The second is to implement "point-to-point" transportation. For the traffic flow of migrant workers with concentrated departure places and destinations, it has arranged the "point-to-point" trains according to the existing train operation diagram or generated new routes, and allocated dedicated trains or dedicated carriages for migrant-worker transportation, without boarding-alighting for other passengers during the trips. The third is to open green channels. It has arranged collective tickets for migrant workers and set up green channels for them in security check, check-in/out, ticket checking, waiting, etc. to keep a certain distance among them and avoid gathering, so as to ensure the orderly and smooth travel. The fourth is to strictly implement epidemic prevention measures. It has carefully disinfected, ventilated and cleaned the trains in advance, guided migrant workers to wear masks throughout the journey, sit in a scattered manner, and reduce the frequency of moving around and talking each other in the carriage. It has strictly implemented the temperature taking at station check-in/out and random temperature taking during the trips, and set isolation seats in the carriage. The fifth is to ensure the services during the trips. It has provided broadcasting of the epidemic prevention knowledge on the trains, distributed epidemic prevention brochures to migrant workers, and provided meal ordering services via QR codes instead of centralized dining in dining cars.
Huang Xin said that, with the above measures, the railway sector has not only facilitated the quick and smooth return of migrant workers to work, but also prevented to the greatest extent the gathering of people. Currently, the dedicated migrant-worker trains mainly run from Yunnan, Guizhou and Sichuan to Guangdong, Shanghai and Zhejiang, from Jiangsu, Anhui and Henan to Shanghai and Zhejiang, and from Guangxi and Hunan to Guangdong. CHINA RAILWAY will continue operating the dedicated trains for migrant workers, to fully meet the needs of enterprises and migrant workers, help enterprises to resume work and production and support the stable economic and social development.
